SIP trunk in Italy: a buyer's checklist

Published June 9, 20264 min readby The PBXfactory team

An Italian SIP trunk gives your cloud PBX Italian numbers and a legal route into the Italian network. Choose a provider that can give you numbers in your district, port your existing ones with the migration code, and present your numbers correctly, because calls from abroad showing Italian numbers are now blocked.

A centralino cloud handles everything inside your company: extensions, queues, the IVR, the Linkus apps. To reach customers and suppliers it needs a SIP trunk, a phone line over the internet that carries your numbers. In Italy, the trunk also has to fit AGCOM's numbering plan and the anti-spoofing rules that came in during 2025. Here's what to look at before you pick a provider.

How Italian numbers work

Italian numbering has a few habits worth knowing:

  • Landlines start with 0 and the area prefix: 02 Milan, 06 Rome, 011 Turin. Each prefix belongs to a telephone district (distretto).
  • The 0 stays in international format. Rome is +39 06 …, not +39 6 …. Make sure your PBX's outbound rules and your CRM store numbers this way, or calls fail.
  • Mobile numbers start with 3.
  • 800 numbers are toll-free (numeri verdi).

Geographic numbers belong to their district. If you want a Milan number but your office is in Bologna, ask your provider first what proof of location it needs. Rules and offers vary, so get it in writing before you print it on your website.

If each person should have their own direct number, ask for a block of numbers with direct dial-in rather than single numbers.

Porting your number: the codice di migrazione

You can move your current number to a new provider, whether it sits on an old ISDN line, an analogue line or another VoIP service. The key is the codice di migrazione, the migration code AGCOM introduced so a switch only goes ahead for the real line holder. It's on your bill or in your account area.

How it usually goes:

  1. You sign up with the new provider and give them the migration code and the numbers to move.
  2. The new provider runs the switch with the old one. Don't cancel the old contract first, or you may lose the number.
  3. On the agreed day, calls start arriving on your SIP trunk, and so on your cloud PBX.

AGCOM sets maximum switching times, and simple cases go faster than complex ones such as large number blocks. Ask your provider for a date and plan the switch for a quiet day. Our porting guide has the general checklist.

AGCOM's anti-spoofing filter

Fake Italian numbers were a favourite trick of aggressive call centres abroad. AGCOM's decision 106/25/CONS stopped most of it in two steps:

  • From 19 August 2025, operators block calls arriving from abroad that show an Italian landline number.
  • From 19 November 2025, the same applies to Italian mobile numbers, unless the mobile is genuinely roaming abroad. AGCOM reported tens of millions of blocked calls in the first weeks.

What this means for you: your Italian numbers have to enter the Italian network the legitimate way, through a provider that gave you those numbers or ported them in. If your trunk sends calls via a carrier abroad while showing your Italian number, the calls may never arrive. Where your PBX is hosted doesn't matter. What counts is where the trunk hands the call to the phone network. This is a summary, not legal advice.

A checklist before you sign

Check Why it matters
Numbers Geographic numbers in your district, a direct dial-in block, maybe an 800 number.
Porting Do they handle the switch with your migration code, and can you choose the date?
Caller ID Calls with your Italian numbers must enter the Italian network through them.
Channels Enough for your busiest hour. On PBXfactory the number of seats also sets how many calls your PBX runs at once.
Emergency calls How 112 calls are routed and which address is registered for your office.
Number format Do they expect +39 with the 0 or without? Get it right in your outbound routes.
Contract and support Term, notice period, Italian-language support, outage response.

Providers on Yeastar's certified list

Yeastar keeps a list of SIP trunk providers it has tested in Italy. For Italy, every provider on the list shows a tested P-Series Cloud Edition version, which is what you run on PBXfactory. Those providers come as a ready-made template in the PBX, so most settings are filled in for you. Other providers can work over standard SIP too, you'll just enter more settings yourself.

On PBXfactory

We don't sell SIP trunks or numbers. You choose the provider, add the trunk in your PBX's admin panel and port your numbers through them. Because Yeastar P-Series supports per-feature prompt languages and multiple time zones, a team spread across Italy and abroad can run on one PBX. Configuring trunks isn't part of our included support. Yeastar's documentation covers it, and our Setup Assist package can do it with you.

Questions and answers

Do Italian landline numbers keep the 0 when dialled from abroad?
Yes. A Rome number is dialled as +39 06 followed by the subscriber number. The leading 0 stays, unlike in most other European countries. Store numbers that way in your PBX and CRM.
Why are some calls showing Italian numbers blocked?
Since 2025, under AGCOM's anti-spoofing rules, operators block calls that come from abroad but show an Italian landline or mobile number (genuine roaming excepted). Send your Italian numbers through an Italian trunk.
What is the codice di migrazione?
The migration code that identifies your fixed line when you switch operator. You find it on your bill or in your account area and give it to your new provider, which runs the switch.
Does PBXfactory provide Italian numbers?
No. You connect a SIP trunk from a provider of your choice and get or port numbers through them.
